Kishan (Sanjay Kapoor) is a thief and police is after him. Kishan runs away from Mumbai and reaches Jamalpur, a small city in UP. In jamalpur he meets Beparwah (Laxmikant Berde), who is also a thief. Raja Gajray Singh (paresh rawal) is the terror all over Jamalpur. One day Raja murders a man and victim (satyakam) went to police station as vitness of the murder.
